The term "Capitalism" indicates control of the means of production by private actors, rather than government bureaucrats. Its merit is flexibility, the ability to match production, innovation, and allocation of resources to the market in record time and adequacy, which centrally planned economies predictably fail at.
As Distributed Power Generation and Storage, even by its name, decentralizes control of power generation, and puts it in the hands of the myriads of users who are private actors, it is the very opposite of an anti-capitalist move.
Quite to the contrary, distributed power generation is bound to optimize its amount, allocation, and costs.
The "unmooring from normative behaviors" that you correctly note, is synonymous to "deregulation" and, rather than unintended, it reflects the very mechanism by which the inept and heavy hand of central and necessarily bureaucratic controls is removed.
You realize there is a very hostile energy generation and processing "cartel" all over the planet that extracts buried carbon and then burns it in open fires?
And they pay nobody for the damages caused by their product.
So yea . . . I'm cutting the carbon chord and will be producing the energy for my home and car. Those titans of capitalism, Exxon, Duke Energy, OPEC and Remnant . . . can all go fcuk themselves.

Happy to see so many U.S. Cities stepping up to meet the goals of the Paris Accord. As I stated above my city (Edmonds, WA) is committed to 100 percent renewable energy by 2025.
Here is some great news, as 5 cities in U.S. are now 100 percent renewable.
1) Rock Port, Missouri: Became the first town in the US to reach 100 percent renewable energy goals in 2008.
2) Greensburg, Kansas: After the town of Greensburg was hit by a catastrophic tornado event in May of 2007, the denizens of Greensburg rallied to rebuild their small farming community, as a community of the future. And by 2009 they had succeeded.
3) Kodiak Island, Alaska: The year was 2012, some people were able to pretend Sarah Palin had never happened. The small community of Kodiak Island, who had been working on a renewable energy plan since 2002, were far ahead of schedule..
4) Aspen, Colorado: Aspen added its name to the list of American cities that don’t want to end up on history’s “Dark ages” list. Already developing wind power, solar power, and geothermal heat, Aspen was able to push themselves to the max in 2015.
5) Georgetown, Texas: Mayor Dale Ross is getting lauded for turning this central Texas city on to 100 percent renewables. In a state that is floating on oil, it was the cheaper alternative energy that drove their decision

Some great news for Washington State. With the election yesterday the State Senate flipped back to Democrat control, so Governor Inslee will be able to provide more positive action on AGW/Climate Change/Chaos. Hopefully, now we can get a carbon fee and dividend passed and more action on renewable energy.
Also great news regarding Virginia and New Jersey. The exit polls showed a huge anti-Drumpf response in the results.
The thing I find most alarming about all of this International adoption of alternative energy power generation is that we're in the 'hurry and catch up' position when we, America, used to be the ones setting the standard.
