Does anyone know if the people who reserved a car will be able to design it before hand? Or do you think we will pick the features after? (It makes more sense for us to design it before but I wanted to ask...)

Your question is a little unclear.

It is expected that they will set up a design studio similar to what is currently on the Tesla website for the Model S and the Model X - and you will choose your features in that manner once you are asked to configure

Of course you will configure yiur car before actually ordering it. how else would Tesla know what features and color you want the car to have.

Not a bad question - you will clearly be able to select exterior color, interior seats colors/dash combinations. Beyond that, Tesla may offer a signature edition that puts you in the earliest of deliveries for your area. The signature edition,if offered, is fully loaded with just about every option available. Signature edition is optional, and you can elect to get a car with all the options you want.

Take a look at the Model S order page to get an idea what features may be available and the costs. There is a general feeling that the options will be priced a bit lower on the Model 3, but that's mostly forum conjecture right now.
