Confused about valet and home ranger service

Tesla has this statement about its valet service:

Tesla Valet Service

Tesla is putting in place a valet service, so that your car is seamlessly picked up and replaced with a loaner and then returned as soon as we are done. There is no additional charge for this.

Then there is a price of $100 per ranger home visit listed on the same page. Why would I use ranger service when I can use the free Valet service?

I'm probably overlooking something or not fully understanding it.

Some repairs require the car to go to the Service Center, some can be done in situ. Those that can be done "at home" can use the Rangers. If the Ranger discovered something needing SC work, then a call would go out for the loaner, I guess.

Another example is say you are at work, and a ranger can come to your work parking lot and complete a service within a couple hours. If you don't need the loaner for anything, then why bother?
