As we know, Tesla will reach the 200,000 limit on the federal rebate sometime this year, perhaps even by June. By allocating early Model 3 production to existing Tesla owners, the benefit of the remaining federal tax rebates a) goes to the wealthy (or they would not already own a Tesla) who will then also be double-dipping (or even triple-dipping) on the tax rebate and b) prevents people who would perhaps not be able to afford a Tesla from gaining access to the rebate. Tesla is effectively keeping the remaining tax rebates in the hands of the rich elite. But that's the way this country works, I guess - the benefits go overwhelmingly to the wealthy and Regular Joe gets screwed.
And no, being an "early adopter" is not a special tax status!
